The cause of the issue was in a local policy disabling MCI installation. The policy restriction can be turned off via registry editor. Type in Windows Search field “regedit” and press enter Go to key HKLM\Software\Policies\Microsoft\Windows\Installer Create REG_DWORD value “DisableMSI”. Set the “DisableMSI” value to “0”
